LTRO bond buying by sovereign banks given the money from the ECB cannot sustain with PIIG countries going backwards, The solution is to give hope via real investment, but Germany won't do that, Brussels won't. ECB is not the same as the USA FED which deals with one sovereign nation. The way the rules are in the EU union, ECB cannot directly buy debt, so look up LTRO to get a better understanding.
